SERAP asks Speaker to Step Down as Jibrin Releases Picture of Houses Owned by Dogara

The Socio-Economic Rights and Accountability Project (SERAP), has called on the Speaker of the House of Representatives, Yakubu Dogara, to step down in view of the gale of allegations against him and principal officers of the House of Representatives for budget padding.
Sacked Chairman of House Committee on Appropriation, Abdulmumin Jibrin, since his removal on July 20, had made far reaching allegations on how Dogàra and company fleeced the nation from budget padding.
On Sunday, Jibrin released pictures of houses allegedly acquired with funds got from budget padding.
Since Jibrin was sacked on July 20, he had accused Dogara, his Deputy, Yusuf Lasun, House Whip, Alhassan Doguwa, and Minority Leader, Leo Ogor, of building into the 2016 budget N40bn worth of projects not meant to be executed but siphoned the money.
“Mr. Speaker and Deputy Speaker Yusuf Lasun diverted millions of naira all in the name of paying for guest houses and official residence. The issue became so messy that the Deputy Speaker openly accused Hon Herma Hembe of short changing them of millions of naira in the deal to the shock of many honourable members,” Jibrin said in a July 25 statement.
In a letter dated July 29 and released on Sunday by SERAP to the public read: “Following confirmation received by SERAP from the EFCC that it has taken up and looking into SERAP’s petition to the body on the allegations that the leadership of the House of Representatives padded the 2016 budget to the tune of N481 billion, SERAP is now writing to request you to immediately step aside from your position as Speaker of the House of Representatives pending the out outcome of the investigation.”
The letter signed by its executive director, Adetokunbo Mumuni, SERAP also implored Dogara to ensure that other officers named in the scandal “step aside from their positions to allow for the investigation by the EFCC and other agencies to go ahead unhindered.”
“SERAP has also reviewed several documents circulating on the internet on the alleged budget padding and we believe that these documents establish a prima-facie case of corruption, which deserves a thorough, transparent, independent and effective investigation by the EFCC and other agencies.
“The House of Representatives cannot function effectively nor enjoy public trust and confidence as long as the allegations of budget padding continue to trail its leadership.
“What they did is actually a treasonable offence. Because two individuals because of the patronage giving to them can seat and manipulate the budget to the detriment of over 180 million Nigerians.
“This also tells us that we have not broken away from the past. The past is still haunting us. Those that came in from the PDP, the tendency is still there to continue to make things difficult for the people, ” said SERAP
Meanwhile, in a substaned campaign to make Dogara step down, Jibrin, on on Sunday, released what he said were pictures of some of Speaker Yakubu Dogara’s guest houses, hidden away from from public eyes.
One of Dogara’s guest house located at Vistula Close, along Panama Crescent, in the exquisite Maitama neighbourhood in Abuja, tells of the illegally acquired property from the stolen money, said Jibrin.
Jibrin said that Dogara allegedly looted funds meant for legislative duties to furnish his guest houses and other apartments being personally used by him.
