Budget Padding Scandal: House of Rep. Suspends Jibrin for 180 Days

The former Chairman of House of Representatives Committee on Appropriation, Adbdulmumin Jibrin, representing Kiru/Bebeji Federal Constituency, Kano State, was Wednesday suspended by the House.
Jibrin, who has waged a one man war against the Speaker, Yakubu Dogara and some principal officers of the House over budget padding allegations, was asked to stay away from activities of the House for 180 days.
Jibrin’s suspension would see him banned from the premises of the National Assembly in the course of the disciplinary action. He would also not receive salaries or allowances.
The suspension followed the recommendation of the House Committee on Ethics and Privileges that investigated Jibrin’s allegations.
Jibrin failed to appear before the Committee to defend the allegations.
In a motion recommended by House Ethics Committee chairman, Nicholas Ossai, and adopted by the whole House, Jibrin will also not be able to hold any position of responsibility for the span of the current National Assembly.
After he was removed as House Appropriation Committee Chairman, Jibrin had from July 21, begun a series of allegations that Dogara in connivance with some principal officers of the House padded the 2016 budget, involving billions of naira.
Jibrin had said that Dogara, his Deputy Yusuf Lasun, House Whip, Alhassan Doguwa, Minority Leader, Leo Ogor, and nine others fraudulently manipulated the budget to fleece the nation of billions of naira.
However, after the House resumed from two months vacation on September 20, the allegations were referred to the Ethics and Privileges Committee.
Ossai, Chairman of the Committee, convened the first hearing on the matter September 23, during which allegations against Jibrin were submitted.
Jibrin received an invitation to appear before the Committee last Monday. But decided to boycott the hearing, even though his demand that the sitting be thrown open to the public was met by Ossai.
Jibrin also asked his lawyer, Femi Falana, to seek discontinuation of committee’s actvities in court.
Ossai said Jibrin’s failure to appear before his “properly and constitutionally constituted committee” was, in effect, a defence.
Jibrin had on Tuesday alleged subjudice saying the Committee should not have sat since the matter was in court.
