Probe of Maina’s Reinstatement: Maina Is American Citizen, Never Received Salary since 2013

The Comptroller General of the Nigerian Immigration Service, Mohammed Babatunde, disclosed on Thursday that the wanted former Chairman of Presidential Task Team on Pension Reforms, Abdulrasheed Maina, has three international passports.
The Comptroller also disclosed that Maina is an American citizen.
Speaking at the ongoing House of Representatives adhoc committee investigating Maina’s reinstatement into the public service on Thursday, Babandede said that Maina has three Passports, and that he is an American citizen too since he has an American passport.
Babandede said Maina used to have an official passport, which had expired but not renewed; an ordinary valid passport and an American passport.
He said: “We got to know about Maina on September 27, 2013 when he was going out of the country through the MMIA.
“He has three passports. The first one was an official one, expired not renewed. His current passport is valid till 2018. He also has a valid US passport to expire 26 August 2020.
“During our checks, we discovered that Maina has travelled many times. He was stopped because of an EFCC letter.
“In December 2015, we received a letter from the EFCC to remove his name from the ‘stop list.’ But after the President’s directive, we blocked his name on the passport.
“So, according to our records, he hasn’t been travelling since 2013.”
Also, the Finance Minister, Kemi Adeosun, speaking during the session told the Committee members that Maina’s name was not in the Federal Government’s pay roll.
She said that from the records of the Ministry, there was no trace of any payment of salary to Maina after he was disengaged from service in 2013.
“We have looked very well and we have no biometrics of Maina, so there is no way he could have received salaries,” Adeosun said.
In his submission, the Accountant-General of the Federation, Ahmed Idris, said that Maina was last paid salary in February 2013.
According to Idris, from March, he was removed from the payroll so I don’t know where he was receiving the salary.
“If there was any payment of salary to Maina, there should be payslips and an account the payments were made. So, let whoever made the claim tender them to support the claim,” Idris said.
Counsel to Maina, Muhammadu Kuta, had while before the committee on Nov. 23, claimed that his client received salary up to October 2017.
According to Kuta, assignments were still being given to him to execute for the Federal Government even as at last month and he was getting his salary.
The investigative hearing which started at precisely 10.25am after the opening prayer by the Chairman, Rep Ali Madaki, APC, Kano took a twist when the Permanent Secretary, Ministry of Interior in his submissions declared that he got instructions to reinstate Maina from the Office of the Head of Service to the Federation.
This declaration did not go down well with the HOS, Mrs Winifred Oyo-Ita as she immediately countered his position saying: “This is not quite correct to put it mildly.”
At this point,the Chairman ordered that she should be placed on oath.
