Port Harcourt refinery undergoing regulatory, compliance tests, full operation to commence thereafter – NNPCL

    The Nigerian National Petroleum Company Limited, NNPCL, has given an update on Port Harcourt Petroleum Refinery, saying regulatory and compliance tests are yet to be completed.

    The Chief Corporate Communications Officer, NNPCL, Olufemi Soneye, on Tuesday, April 16, said regulatory and compliance tests were the only reason keeping the refinery from commencing full operations.

    “The Port Harcourt refinery has received crude oil, and it has been stocked in the facility. All crude lines are currently active. Regulatory and compliance tests are underway as we speak, and once they are completed, the refinery will commence operations. This adherence to best practices is recognized worldwide,” he said.

    Shell, in February completed the supply of 475,000 barrels of crude oil to the Port Harcourt Refinery from the Bonny Oil and Gas Terminal, a joint venture asset operated by the Shell Petroleum Development Company of Nigeria Limited, SPDC.

    In March 2021, the Federal Executive Council approved $1.5 billion to rehabilitate the Port Harcourt Refinery.

    Accordingly, data revealed that the Nigerian government has spent N11.35 trillion ($25 billion) in the past ten years on fixing the country’s three refineries.

    The Federal Government had before now said the Port-Harcourt Refinery would commence operations by producing two million litres of Petrol and 2.2 million litres of diesel daily.

    It also noted that the old plant of the refinery would produce 54,000 barrels per day, while the new plant which is in its last phase of completion, would start production by the end of 2024.
