Secretary to the State Government, Chris Ezem, who doubles as the Chairman, HCD Council, said the vision is to prepare workers as healthy, educated and productive citizens for global competitiveness. Ezem, who disclosed this through a member of the Council, Dr. Joe Osuji, during a workshop, said participants were drawn from the community, town unions, youth leaders, non-governmental organisations and public service. He said the consultant and resource person, Prof. Kate Omenugha, would lead participants to understand their roles and work in synergy to sustain the state’s HCD goals. According to him, the programme is designed to recognise the role human capital development plays in addressing poverty, while ensuring participatory and sustainable economic growth. Omenugha, said that having already articulated a 30-year development plan, Abia was already involved in human capital development. According to her, for human capital development to be effected, the citizenry must be healthy and educated with skills. While inaugurating the council, Governor Okezie Ikpeazu, tasked the members to develop strategies that would positively impact Abians.
