The Christian Association of Nigeria, CAN, in Niger State has rejected the proposed Hisbah Directorates Bill, urging Governor Mohammed Umaru Bago not to assent to the bill if passed by the State House of Assembly.
Hisbah, a state-backed Islamic moral enforcement body, present in several northern states, including Kano, responsible for upholding Sharia law and related regulations.
CAN warned that it could fuel religious tensions and division in the state.
The bill, sponsored by Chanchaga Constituency lawmaker Hon. Mohammed Abubakar, seeks to establish a state-backed Islamic moral enforcement body similar to those operating in northern states like Kano.
CAN described the legislation as controversial and potentially discriminatory against Christians.
In a statement signed by State Chairman Bishop Bulus Dauwa Yohanna, the association urged Governor Mohammed Umaru Bago not to assent to the bill if passed by the State House of Assembly.
CAN questioned the necessity of the law, noting that existing security agencies, including the Nigeria Police and the Nigeria Security and Civil Defence Corps, already have constitutional responsibility for law and order.
The association also criticized the legislative process, disputing claims that it had been consulted during public hearings.
“The law will pave the way for persecution and loss of freedom. The assenting to and enforcement of Hisbah will amount to a violation of the Nigerian Constitution, which is the supreme law of the land,” CAN stated.
CAN called on lawmakers to reconsider the bill and prioritize policies that promote unity, development, and peaceful coexistence.
The association further appealed to residents, regardless of religion or political affiliation, to oppose any legislation capable of causing unrest.
