President Bola Tinubu has approved the redeployment of 16 serving permanent secretaries across various ministries and agencies in the federal civil service.
The redeployment was announced in a circular dated Wednesday, November 19, and signed by the head of the civil service of the federation, Didi Walson-Jack.
The directive takes immediate effect, with all handover and takeover processes expected to be completed on or before November 26, 2025.
According to the circular, the redeployment is part of the administration’s ongoing efforts to strengthen governance and enhance service delivery by strategically repositioning senior civil servants.
Those affected include Funsho Adebiyi, who moves from the ministry of works to the ministry of transportation; Dr. Ibrahim Abubakar Kana, who has been reassigned from the ministry of aviation and aerospace development to the General Services Office (OSGF); and Dr. Yakubu Adam Kofarmata, who has been posted to the ministry of aviation and aerospace development.
Nko Asanye Esuabana has been redeployed from the ministry of innovation, science and technology to the ministry of women affairs, while Richard Pheelamilo Pheelangwa moves from water resources and sanitation to the ministry of defence.
Others affected are Raymond Omenka Omachi, redeployed from finance (Special duties) to the main finance ministry as an understudy to Lydia Shehu Jafiya; Dr. Deborah Oyindamola Odoh, reassigned from the service policies and strategies office (OHCSF) to the ministry of budget and economic planning; and Olubunmi Olusanya, who moves from youth development to the ministry of humanitarian affairs and poverty reduction.
Dr. Emeka Vitalis Obi has been moved from the ministry of petroleum resources to the federal civil service commission, while Fatima Sugra Tabi’a Mahmood has been transferred from the career management office (OHCSF) to the ministry of marine and blue economy, where she will understudy Olufemi Michael Oloruntola.
In addition, Dr. Emanso Okop Umobong has been redeployed from the Cabinet Affairs Office (OSGF) to the ministry of Water Resources and Sanitation; Dr. Maryam Ismaila Keshinro has been moved from Women affairs to youth development; Ndiomu Philip Ebiogeh has been transferred from the federal civil service commission to the ministry of innovation, science and technology; and Nadungu Gagare has been redeployed from economic and political affairs (OSGF) to the ministry of communications, innovation and digital economy.
Oyekunle Patience Nwakuso has been moved from the service welfare office (OHCSF) to the ministry of petroleum resources, while Adeladan Rafiu Olarinre has been reassigned from the ministry of communications, innovation and digital economy to the ministry of works.
The office of the head of the civil service emphasized that all handover and takeover activities must be finalized no later than Wednesday, November 26.
