Borno State Governor, Babagana Zulum, has presented a budget proposal of N890.3 billion for the 2026 fiscal year to the State House of Assembly in Maiduguri.
The budget was titled the ‘Budget of Sustained Recovery and Growth’.
Zulum outlined that the proposed budget includes a recurrent expenditure of N353.7 billion alongside a higher capital expenditure of N536.5 billion, reflecting a focus on infrastructure renewal and long-term development in a state still recovering from insurgency.
“Mr Speaker, Honourable Members, this budget stands as a testament to our steadfast dedication to fostering sustained recovery and growth, even in the face of challenges. It embodies our resolute pledge to rebuild our communities, restore economic vitality, and secure a safer and more prosperous future for every citizen,” Zulum said.
Education received the largest share of funding, totaling N135 billion, with allocations aimed at constructing new schools, rehabilitating damaged facilities, offering scholarships, and recruiting teachers.
“The education sector recorded a remarkable year of implementation, with an impressive budget performance of 97.1 percent in capital projects, reflecting our commitment to delivering results, accelerating infrastructure development, expanding access and improving the quality of education across Borno State,” he added.
Other key allocations include N94.2 billion for the Ministry of Works and Housing, N66.4 billion for the Ministry of Health, N58.7 billion for the Ministry of Reconstruction, Rehabilitation, and Resettlement, N44.9 billion for Agriculture, and N21.3 billion for the Ministry of Water Resources.
Zulum projected total revenue of N317.6 billion from the Federation Account, N44.3 billion from internally generated revenue, and N417.2 billion in capital receipts, including aid, grants, and the Capital Development Fund.
The Speaker of the Borno State House of Assembly, Abdulkarim Lawan, assured the governor of a prompt and thorough review of the proposal, while opposition lawmaker Usman Balami praised the administration for prior budget performance and described the 2026 plan as apt and timely, dubbing it the ‘Budget of Unity and Holistic Development.’
